Phoenix Black Site Facility Network
Underground facilities design, building and maintenance. Name conveys secrecy, danger, and the boundary between known and unknown.
These are:
- ultra-secret locations where Phoenix conducts operations too sensitive or dangerous for even their regular facilities.
- Classified research that could destabilize Phoenix itself.
- have site-wide self-destruct measures built in.
Types:
- Chemical/biological/viral weapons development – Research into controlled pandemics to purge undesirables or reshape global geopolitics to Phoenix’s advantage.
- Zero-point energy systems
- Anti-gravity systems – failed experiments created random areas of extreme gravity distortion. Large portions of the facility torn to pieces or smashed flat. Those who weren’t killed, escaped with horrifying stories. Site sealed permanently.
- Portals and Dimensional Research
- Quantum time manipulation
Containment Sites

Specialized facilities for holding and/or monitoring dangerous elements or projects.
Purpose:
- rogue operatives
- biological/chemical hazard breach
- failed projects that present an extreme threat to Phoenix personnel or property.
Features: Extreme security measures, automated monitoring systems, and quick destruction protocols.
Examples:
Chimera Labs: animal and human hybrids for specialized tasks or security purposes. Hive-mind animals, developed as bio-weapons to be used to harass and demoralize enemies.
Nanotechnology swarms – maybe a grey-goo scenario forced personnel to use a mini-nuke to stop the chain reaction. The facility was sealed automatically and all personnel were lost.
Viral Resurrection Technology – Phoenix wanted to create extend soldiers capability on the battlefield, even prevent them from dying…but they ended up creating undead zombies. The facility was purged with fire and all personnel were lost.
Localized time manipulation via an ancient artifact results in pockets of invisible, extreme time dilation. Many personnel turned to babies or died of old age trying to escape. Site sealed to prevent further losses.
